At present, the application for high-tech enterprises in China for 2022 has entered its final stage, and the evaluation results will be gradually announced on the official website. From the recent application situation, it can be seen that the review mechanism for high-tech enterprises has gradually become stricter. Therefore, it is necessary to prepare in advance for the business of enterprises that want to apply for high-tech enterprises, so as to better pass the evaluation of high-tech recognition.
Our project team members have identified a typical case by analyzing this year's high-tech application work and will share it briefly with everyone.
A customer in Hainan Province specializes in sewage treatment equipment. It was registered and established in 2018, and its operating income from 2019 to 2022 was 746000 yuan, 1.2649 million yuan, and 2.5829 million yuan, respectively. The 2021 enterprise high-tech application was not approved, and even did not enter the expert review stage. On March 22, 2022, the high-tech application work of the enterprise was registered in our company. After our company's planning guidance and rewriting of the application materials, it finally passed the high-tech enterprise certification on October 18, 2022, and has not yet been issued during the public announcement stage. We have carefully reviewed the client's previous application materials and summarized the reasons for the client's failure in 2021. The detailed content is as follows.
1、 The enterprise registration form lacks key information

The correlation between the various systems of the R&D organization management system is not strong, the content is inconsistent, the format is inconsistent, and there are many expressions that do not conform to the actual situation of the enterprise.

3、The name of the research and development project is clearly unreasonable
In 2021, the application materials roughly classified the patent name as a research and development project, and out of the 10 collected research and development projects, 6 had names that were completely identical to the patent name. According to normal logic, enterprises first conduct project research and development to generate new technologies, and then apply for patents. But the application materials completely ignore the basic logic of research and development activities. Before formulating the research and development topic, it is possible to anticipate which new intellectual property will be generated, and every word is correct. It is truly a foreshadowing, and the logic is clearly wrong.
4、Research and development activity writing questions
The writing of R&D activities mostly involves copying and pasting patent texts, lacking key content and lacking logic, resulting in extremely poor writing quality.

Taking R&D activity RD04 as an example, the technology source in the initiation report is the company's own technology. The project proposal is formed before the start of the R&D project. Since the technology is already proprietary at the beginning of the project, what is the point of investing in R&D? A typical logical error. At the same time, there was an error in the expression of the content during the project development phase. The implementation progress of the project should have been filled in, but it was written as the application effectiveness of technical achievements.
5、Unreasonable naming of high-tech products (services)
Enterprises have multiple products, which need to be classified according to their characteristics and summarized into a certain category of products, without the need to subdivide into each model. The enterprise produces 6 types of products, and in the past, the application materials were simple and crude, classifying all 6 products as high-tech products, ignoring the correlation between intellectual property and high-tech products, and classifying products with poor correlation between intellectual property and products as high-tech products; Another issue is the lack of classification for high-tech products that meet the criteria, resulting in the naming of high-tech products being merely a formality.

The enterprise's research and development activities have produced 14 intellectual property rights, all of which have been transformed. Through the above cases, we have found many problems, such as disorderly stacking of materials, poor logic, and writing errors, which can directly lead to the rejection of high-tech project applications. Why are there so many issues in the application materials? At present, there are many enterprise service agencies in the market that advertise under the banner of 'no charge, no refund', relying on loud slogans to promote themselves. However, in the eyes of industry insiders, anything that does not pass the 'no charge, no refund' policy is false advertising. Is it really possible to do high-tech materials without or with less fees? Those who are familiar with the application of high-tech enterprises know that it requires intellectual property rights and audit reports. They refer to it as free of charge, only the organization of application materials. However, the fees for intellectual property and audit still need to be spent. In addition, we believe that no charge equals no responsibility, no money will be charged, just blindly fill in, pass if possible, and forget if not. Anyway, the intellectual property agency fee has already been earned. In addition, the application materials for high-tech enterprises are often hundreds or thousands of pages, which is a huge workload. Those institutions that do not charge or charge less can only compress costs to make profits from it. Cost reduction means that project engineers can only earn money in today's increasingly rising prices by processing more materials in the same amount of time. Originally, materials were produced every 30 days, but now they have to be produced every 20 or 15 days, and the quality of the declared materials will inevitably decline sharply. Due to various factors, many high-tech enterprises' application materials may seem thick and sufficient, but upon closer inspection, they are full of loopholes.
