China's first version of patent certificate -- classic "paper era":

On March 12, 1984, the Fourth Meeting of the Standing Committee of the Sixth National People's Congress adopted the Patent Law of the People's Republic of China. And China's patent law was formally implemented on April 1, 1985."A piece of paper with black letters on a yellow background and blue border", the invention name, inventor, patent number (application number), patent application date and basic information of the patentee are simply recorded from top to bottom. Being clear is its style. Although the patent certificate has been revised several times in the later period, the information has never been deleted, which shows that it is irreplaceable, and also highlights the rigor of the work of the CNIPA as an administrative organ of the state.

(Certificate of invention patent before 2005)

For the first time, the patent certificate was incrassated and the patent law and technical information were recorded comprehensively.

After the first revision, the patent certificate contains the cover, the patent certificate page and the pamphlet, comprehensively recording the patent legal information and technical information.

In order to adapt to the development of the times, the CNIPA issued no. 109 Announcement announcing the revision of patent certificate on November 18, 2005. And it stipulated the patent certificate and the copy of the patent certificate include the jacket, the patent certificate and the pamphlet, using A4 specifications. The pamphlet of a patent for invention or utility model includes the title page, the patent claim and the specification, and if the specification has appended drawings, the appended drawings shall be included.  The pamphlet of a patent for design includes a title page, colored drawings or photograph of the design and a brief explanation. The rich connotation of the pamphlet makes it popular once it is applied, which can be said to be a bright spot of the revision. The most important is the application of pamphlet makes the patentee no longer need to go to the Patent Office to consult the relevant authorization text information, providing convenience to the patentee while reducing the work burden of state workers , which can be described as multiple benefits.

Patent certificate slimmed down for the first time:

After the second revision, the patent certificate is no longer attached with the patent pamphlet, only including the cover and the patent certificate page, achieving the first slim

To meet the relevant needs of the parties in economic and legal activities, the Announcement with No. 257 of the CNIPA announced another revision of the patent certificate on February 22, 2018.The announcement clearly stipulates that the composition of the patent certificate and the copy of the patent certificate shall be further optimized, the patent pamphlet shall no longer be attached, and the authorized announcement number and the address information of the patentee shall be added.  Starting from the date of the announcement of patent authorization, the patentee and the general public may inquire and obtain the corresponding patent copy from the China Patent Publication and Announcement System (http://epub.sipo.gov.cn) on the government website of CNIPA. Although this revision simplifies the issuance process of patent certificate, it does not affect the comprehensiveness of its information record, but also introduces the era concept of low carbon environmental protection, which can be called qualitative sublimation.

Patent certificate slimmed down again, stepping into the "new paper era":

After the third revision, with the application of double-sided patent certificate, patent certificate returned to the "new paper era". With the popularity of electronic information technology, on November 20, 2018, the CNIPA "No. 286 announcement" announced the new version of patent certificate and patent certificate copy no longer use patent certificate envelope, still use A4 specifications, vertical typesetting; from one-sided to the double-sided, back only frame, no logo and seal;add on the back of the certificate the information of the applicant, inventor or designer as of the date of application;add a QR code on the front of the certificate to the original stamp duty mark, move the stamp duty mark to the back of the certificate and the applicant only needs to scan the QR code with the mobile phone, and then can easily browse the information of the patent document or download it to the mobile phone for saving, no need to log in the "China Announcement System”.This revision has realized the extremely simplification of the patent certificate, and also marked that the patent certificate officially entered the era of "paper".

Electronic certificate of patent:

To optimize the business environment and provide efficient and convenient services for innovation subjects,on January 23, 2020, Announcement with No.349 of the CNIPA announced that for electronic patent applications whose authorization announcement date is after March 3, 2020 (inclusive), the CNIPA will issue electronic patent certificates through the electronic patent application system, instead of paper patent certificates. If necessary, the registered users of electronic application can make a request through the website of electronic patent application and obtain a paper patent certificate. Applicants can also verify electronic patent certificates, notices and decisions with electronic seals via the electronic patent application website.

The emergence of e-cert not only provides great convenience for the public, but also indicates the inevitability that paper certificate will eventually be in the background and reflects the development of The Times.
